(a) Documents Required

To apply for a plot in DHA Multan, several documents are required to be submitted in alphabetic order. These include:

(a) A copy of your Computerized National Identity Card (CNIC), which is a mandatory requirement for all applicants.

(b) A copy of the Site Plan for your plot, if it is currently open and in your possession. However, if you do not have possession of the plot, you must apply along with a No Demand Certificate (NDC) which indicates that there are no outstanding dues on the plot.

(c) A copy of the Completion Certificate for your house or building, which is applicable only for those who have already built their structures.

(d) If you’re an Armed Forces Person applying for Service Benefit Plots or plots allotted out of Defence quota from GHQ AG’s Branch (W&R Dte), you must provide a No Objection Certificate (NOC).

(e) In the case of a retired Junior Commissioned Officer/Non-Commissioned Officer and Next of Kin (NOK) of Shaheed/Deceased, photocopies of the Pension Book, Discharge Certificate, and Form ‘B’ are required. These must be duly attested by the District Arms Services Board.

(f) If you’re purchasing a Service Benefit Plot, you must provide copies of your Info/Aloc/Tfr Aloc/Almt/Tfr Almt Ltr, CNIC of the seller, and a valid NOC.

(g) The NDC must be signed by the seller along with a thumb impression.

(h) The Real Estate Agent stamp must be imposed on the NDC and will be received by the authorized representative/CEO of the same Agency submitting the NDC application.

(j) Only the seller is allowed to receive the NDC if they apply for it directly.

(k) Requesting NDC through forwarding or intimation letters will not be accepted.

(l) The validation period for NDC is one month and 15 days, which is equivalent to 45 days. Any delay after the 45-day period will result in a fine of Rs. 1000.00 per day. It is crucial for sellers to apply for NDC directly to avoid any delays or penalties in the process. This policy ensures that NDC is handled efficiently and promptly, providing a seamless experience for the seller.

By providing these documents, applicants can ensure that their plot application is processed smoothly and efficiently. DHA Multan is committed to ensuring transparency and fairness in all its processes, and these documents help to streamline the application process and avoid any delays or discrepancies.

(b) Procedure

(1) At DHA Multan Front Desk, you will not find the No Demand Certificate request form. However, you can download the specimen from DHA website, attached as Anx- “A”.

(2) Once you have obtained the No Demand Certificate (NDC), you should deposit it along with the relevant documents mentioned in Para 4a. Alternatively, you can deposit them as per the list available at DHAM Front Desk/website.

(3) Once all the required documents are complete, the customer can expect to receive a receipt of documents along with a payment voucher.

(4) It is essential for the customer to visit the Front Desk of the concerned DHAM Office on the date provided on the receipt to collect the NDC.

(5) To complete the payment process, after paying the voucher in the bank, the customer should deposit copies of Challans of all dues, including Transfer Fee, at Accounts/Fin counter.

(6) In case the customer has a House or Open Possession Plot, it is necessary to coordinate with P & D (Building Control) Branch for a Surveyor visit and dues clearance. Ensure that all dues have been paid before applying for the NDC to avoid delays in the application process.

(c) Cancellation

(1) Open NDC

(a) In the event that the Tfr papers are not submitted, the seller shall provide the original NDC along with a challan payment of Rs. 350.00.

(b) The seller shall sign an undertaking in front of the Tfr officer, paying a fee of Rs. 100.00. This undertaking is attached to this document as Anx ‘B’.

(c) It is important to note that no NDC will be cancelled against which a Tfr Set has been submitted without prior approval of Dir (T&R) Dte. Additionally, any Tfr Fee paid by the purchaser will not be reimbursed. We advise that all parties involved carefully consider the implications of submitting a Tfr Set and understand the processes involved. Thank you for your cooperation.

(2) Transfer Papers Submitted.

Seller & purchaser both separate undertaking (Rs 100.00) will be submitted and signed in front of tfr offr (Specimen of Purchaser undertaking at Anx C)

(d) Processing at Sub Offices

(1) The NDC application process for DHA Multan can be initiated at any of the DHA (Multan) sub offices across Islamabad, Lahore, and Karachi. Applicants can obtain their NDC printouts or receipts from their respective stations.

(2) Once the NDC application form is submitted to the front desk of the sub office by the seller or estate agent, it will be processed within three working days from the date of receipt.

(3) After the NDC application has been approved or rejected, an auto-generated message will be forwarded to the seller or estate agent. This message will contain instructions for collecting the NDC, which must be done within three working days of receiving the notification. This process ensures a seamless and timely completion of NDC related tasks.

(e) Fee Structure

DHA Multan’s Non-Development Charges (NDC) Policy

Routine NDC – Nil
Urgent NDC (within 24 hours) – Rs. 5,000.00
Per day surcharge after 45 days – Rs. 1,000.00

If an NDC extension is required, the following charges apply:

NDC extension from 45 days to 60 days (in case Tfr Set has been submitted) – Rs. 10,000.00
NDC extension above 60 days (in case Tfr has not been executed within 60 days) – Rs. 20,000.00

If outstanding dues (such as installments, development charges, surcharge, etc.) have not been cleared within 3 months, the NDC will be rejected, and the following charges will apply:

NDC rejected due to outstanding dues – Rs. 10,000.00

DHA Multan is committed to transparency and adherence to its policies. The NDC policy aims to ensure timely and efficient completion of developments. Customers are advised to follow the NDC policy to avoid any inconvenience.

(f) Issuance of Duplicate NDC

To obtain a duplicate National Identity Card (NDC) from DHA Multan, the following documents are required: (1) an application for issuance of duplicate NDC, (2) a police report, and (3) an undertaking by the seller (Bian-e-Halfee) on stamp paper worth Rs. 100.00, attached as Anx “D”.

The procedure for obtaining a duplicate NDC is as follows: (1) the application for issuance of duplicate NDC along with the necessary documents will be forwarded to the Dir (T&R Dte), (2) a min sheet for approval from competent authority will be initiated by the NDC Section, and (3) the duplicate NDC will be issued after the approval of the competent authority.

It should be noted that there is no fee structure for obtaining a duplicate NDC from DHA Multan. This information is provided for the convenience of our valued customers.

(2) Normal Transfer

(a) Documents Required

To transfer ownership of a property in DHA Multan, the following documents and fees must be submitted to the front desk:

(1) Transfer Documents set specimen, which can be downloaded from the DHA website, must be attached as Anx-“E”.

(2) The original Information/Allocation/Transfer/Allotment/LBIL/NOC (only Svc Benefit) must be provided at the time of transfer.

(3) The copy of Computerized National Identity Card of both the seller and purchaser, duly attested by an Oath Commissioner, must also be submitted.

(4) The new purchaser must pay a membership fee.

(5) A completed membership form must be included.

(6) The new purchaser must provide passport size photographs, which must be duly attested by an Oath Commissioner.

(7) In the case of an “On behalf” transfer, the following documents must also be submitted along with the transfer set:

(a) An Authorization Letter (under taking),

(b) A Representative of the Purchaser (under taking),

(c) A Purchaser out sta (under taking),

(d) A Dealer undertaking (if required). If these documents are submitted at the time of transfer, an urgent fee will be charged.

(8) The transfer fee paid by the purchaser will vary depending on the size of the plot, et cetera.

(9) In the event that the deal breaks, both the seller and purchaser will be required to provide affidavits for surrendering.

(10) As per regulations, the purchaser will be responsible for paying a 1% stamp duty according to the DC value of the plot size.

(11) Additionally, the purchaser will be required to pay advance tax according to the DC value of the plot size. Filer buyers will be charged 2% of the value while non-filer buyers will be charged 7% of the value.

(12) Capital Gain Tax (CGT) will be paid by the seller if they choose to sell the property within four years of possession. As per regulations, filer sellers will be charged 2% of the DC value of the plot size and non-filer sellers will be charged 4% of the DC value of the plot size.

(13) A sale agreement worth Rs. 1200 will be required as well as an E-Stamp paper which will be attached to the transfer set at the time of transfer. These regulations aim to ensure transparency and legality in the buying and selling process.

(b) Procedure

To transfer a property in DHA Multan, there are a series of steps that must be followed. These steps are designed to ensure a smooth and secure transaction for both the seller and purchaser.

Step 1: Apply for No Demand Certificate
The first step in the transfer process is to apply for a No Demand Certificate. This certificate confirms that there are no outstanding dues or liabilities on the property.

Step 2: Obtain Transfer Appointment
Once the No Demand Certificate has been obtained, the customer must bring the Transfer Set to the DHA Multan Front Desk to obtain a Transfer Appointment.

Step 3: Deposit Transfer Documents and Charges
Before the transfer can take place, the customer must deposit the Transfer Documents along with all paid Government and DHA charges at the DHA Front Desk.

Step 4: Endorsement and Receipt
A Customer Relation Officer (CRO) will endorse and receive the documents and issue a receipt to the customer.

Step 5: Transfer Appointment
Both the seller and purchaser must appear for a Transfer Appointment with the Transfer Officer.

Step 6: Collection of Documents
On the given date, the purchaser must bring the receipt and original Computerized National Identity Card for biometric verification and collect the Information/Allocation/Transfer Allocation/Allotment/LBIL & NOC Letter(s) from the Transfer Officer.

(c) Processing at Sub Offices

(1) Tfr Set Submission. Can be deposited at any Sub Office incl Multan. However, time line would be 5 x days for out station and if submitted at respective Sub Offices where tfr is intended, it will be exec within 48 – 72 hrs (Scheduled / Appointment Based).

(2) Collection of Aloc Ltr / Tfr Aloc Ltr, being informed on auto generated SMS, after 3 working days from Multan and 7 working days from Sub Offices.
